Oooh nice! She looks great! And a great story/memory attached to her, as well, now :D
I had something similar before where a seller on a fair thought
ITEM #285420
was a bootleg, so they sold her to me for 7 euros. She was definitely legit, just had some paint errors :) (it was like a year after her release at that point)

Definitely an interesting find.
I am leaning towards legit, but not for 100%. There are a lot of points which indicates that it’s legit.
-96% match of the face. I checked positioning of the eye decals, hairstrands, mouth, nose, face up etc. A small difference in the right hairstrand has been discovered. Looks more like a production error than replicated. The eye decals are a full match including positioning. Face up is correct, just a difference in the the paint of the mouth which looks like discolouration caused by time. The way the hair color changes from blue to green matches. Same goes for the eye lines and eyebrows.
-the place with leftover plastic for the right hand is matching indicating that the same mold is used for this figure.
-paintjob outfit is correct.
-the tattoo letter M couldn’t be matched on the right lower part of the letter. I have to take in account that the light used for the photo was bright which causes the difference.
-The color of the chair is too light. Could also be discolouration. Or using too much light photographing.
-The heel is a questionmark. Looks like something got stuck in the mold and passed quality control I guess.
-shading of the belly is correct.
-the copyrightmarks on the chair.
So most likely it’s legit and a bit discoloured at some minor places. Congrats with this find. 17 bucks is a steal for a figure like this.

Glad to see an update! Low prices can suspicious, but people not super active in the hobby probably aren't exactly sure of a figure's worth. Not much different than getting a pricey figure for cheap on YJA, sometimes you just get lucky.

I got the same Miku in a bundle with 2 other scales for $80, only one without her box was this meeks. Sometimes you just take a W and someone out there sells a figure for next to nothing. I got

Looks legit to me. (I am saying that without owning the actual figure LOL...but based on general experience)
A big factor why this was so cheap is
1) no package (which always is a proof if the figure is legit)
2) flaws on the figure (Freeing is quality has always been meh...)
3) owner didn't know if it is a bootleg and went the save route and offered very cheaply
For such an old figure quality is way too good to be a bootleg.
Plus the fine print on the base. (and literally every figure is made in China. So legit high quality does also say "Made in China")
I'd say you got a lucky find. Congrats.
